SYNOPSIS OF FACTS:
In November, 1951, subject organization mailed letters and literature to numerous scientists throughout the United States and territory advising recipients that they were elected to “fellowship” in the organization and solicited funds. Subject organization established by LAYFAYETTE R. HUBBARD of the Hubbard Dianetics Foundation, Wichita, Kansas. Among the many purposes of the organization, the current goal is the furnishing of maximal protection to the people and culture of various countries against the threat of atomic war. Another goal of this organization is the establishment of the means of collection and safeguarding against destruction of existing scientific technology. Organization under investigation by Post Office inspectors for possible violation of mail fraud statute. “Communications Office, America” 941 East 17th Avenue, Denver, Colorado, will be closed on 2-10-52 and moved to the home office in Wichita, Kansas.

Confidential Informant xxx of known reliability, reported that beginning about November 19, 1951, the subject organization began mailing out letters from Denver, Colorado, to scientists throughout the United States and its territory enclosing literature on subject organization and advising recipients that they were elected to “fellowship in our organization.” Informant reported that such letters were signed AGNES DOBSON, Secretary to the Board of Governors. Enclosed with the letters was a brochure describing the purposes and history of the subject organization. Also included was a sheet of paper entitled “A Message From the Board of Governors” and a sheet of paper entitled “Please Fill Out and Return for our Directory” which is an application for membership in the subject organization as a fellow and enclosing $25 for membership.
Information received to date from F.B.I. Offices and other investigative agencies reflects that these letters had been mailed to scientists residing in the following states and territory:
ORIGIN, SCOPE and GENERAL ACTIVITIES
Confidential Informant xxx of known reliability, reported that a man who gave his name as DEAN CARNAHAN representing subject organization signed certain contractual agreements to establish an office of subject organization in Denver, Colorado, such as telephone and office space at 941 East 17th Ave. Denver, Colorado. This informant stated that CARNAHAN was in Denver around the early part of November, 1951, making the above-mentioned arrangements.
Confidential Informant xxx of known reliability, stated that the first employee known to this informant at their offices at 941 East 17th Ave., Denver, Colorado, was a young woman named MARY ROSS who subsequently resigned and returned to Oklahoma City.
Confidential Informant xxx reports that it has been impossible to clearly identify DEAN CARNAHAN who made the original contacts in Denver, Colorado, for the establishment of subject organization in this city. This informant stated that it is his belief that DEAN CARNAHAN was a name used by LAFAYETTE RON HUBBARD, Wichita, Kansas.
This informant advised that HUBBARD is the president of the Hubbard Dianetic Foundation Inc., 211 West Douglas Street, Wichita, Kansas. This is the same address as the headquarters of the ALLIED SCIENTISTS OF THE WORLD.
In the brochure furnished by Confidential Informant xxx subject organization reports that the ALLIED SCIENTISTS OF THE WORLD was first organized shortly after Hiroshima. “It is the feeling of the organization that science, having produced the means to destroy mankind has accepted two new responsibilities:
The first, the development of additional technology by which a world could be secured from the weapons already developed; the second that mankind must learn to use science in its true light for the betterment of man’s survival.”
“In 1951 the organization became of the opinion that the needed tools and technologies approached the point of bare adequacy. The organization then accepted certain grants and properties which had been offered to it and the Board of Governors announced a future program.”
SCOPE OF ORGANIZATION
Confidential Informant xxx of known reliability, reports that the home office of the organization is in Wichita, Kansas, and has an office at 941 East 17th Avenue, Denver, Colorado.
Confidential Informant xxx reports the subject organization is sponsored by the Hubbard Dianetic Foundation of Wichita, Kansas, and that organization has followers in California, Kansas, and New Jersey.
Confidential Informant xxx reports that the activities of this organization thus far has consisted of merely mailing out letters to scientists throughout the United States and territories for the purpose of soliciting support and financial aid.
Confidential Informant xxx reports that the organization has been mailing out a letter from the “Office of PATRICIA GALLAGHER, Assistant for Information.” This letter is quoted in part:
“The establishment of chapters for public education and the interests of fellows members and associate members is scheduled to take place formally in a few months.
“If you wish to start a chapter at this time, however, we will qualify you with proper credentials on our further examination.”
The brochure published by the organization as supplied by Confidential Informant xxx contains the following information:
“A survey of civil defense efforts in the United States and elsewhere has demonstrated that existing technology has not been adequately employed or re-adapted for atomic war. The Board therefore commissioned a scientist well schooled in disaster relief with the American Red Cross and with European and Asiatic areas of recent wartime disaster as well as with American disaster and governmental problems to survey and adapt civil plans for defense against the possible atomic attacks. Coordinated with government efforts and utilizing the technology of the government itself, a basic manual has been prepared for issue. Having thoroughly resurveyed these findings and plans and having had them passed upon by other competent authority, the Board has authorized the release of this manual. It is not in conflict with governmental planning but, according to authoritative comment, utilizes much data which had been overlooked.
“A second stage of this plan but a separate operation in itself is the establishment of the means of collecting and safeguarding against destruction all existing scientific technology. This is fully understood to be a very large undertaking and has not been begun until adequate funds could be found for its execution. It requires construction for considerable extent in a non-target area and a competent staff. The area is now under survey.
“The collecting and safeguarding of scientific technology has a wider purpose than the preservation of the texts necessary to a culture.
Scientists have inadequate information services in their own activities and the centralized and cross-indexing of all pertinent data to any field should in itself serve as an impetous [sic] to science.
“Additionally, assistance can be given in resolving existing conflicts with corporations of patent and copyright for scientists.
“Future goals: The organization has under survey at this time projects which include the increasing of food supplies to populations and the rehabilitation of territories not now in use.
“The organization has several technologies under survey and test which have not been otherwise released.”
Confidential Informant xxx reports that Mr. HENRY MOORE who is presently employed in subject organization office in Denver, Colorado, reports that the office will be closed on January 10, 1952, and moved to the home office,
211 West Douglas, Wichita, Kansas.
Confidential Informant xxx advised that the organization intends to construct and stock a library to be known as the International Library of Arts and Sciences in an atomic proof area. Informant stated the site of this library is stated to be under survey in Arizona.
Confidential Informants xxx and xxx report that the ALLIED SCIENTISTS OF THE WORLD is sponsored by the Hubbard Dianetic Foundation, 211 West Douglas Wichita, Kansas.
Confidential Informant xxx reported that the Hubbard Dianetic Research Foundation was incorporated in the State of New Jersey April 17, 1950. In June, 1951, the New Jersey Board of Medical Examiners instituted proceedings against the foundation for “conducting a school, teaching medicine or surgery without a license.” A summons was served on that organization in January, 1951, and the case was to have been tried on June 5, 1951. In the meantime the foundation closed and left the State of New Jersey. Informant stated that the bank account and office furniture of the foundation was attached for an unpaid printing bill of $2728.
Early in 1951, the Hubbard Dianetic Research Foundation was incorporated in the State of Kansas and subsequently went into receivership. The receivership petition alleged the corporation was originally set up in California; that after incurring debts there it was moved and a new corporation formed in New Jersey. The Wichita District Court upheld the receivership and the case is now pending before the Kansas Supreme Court.
This informant further reported that the Hubbard Dianetic Research Foundation established the ALLIED SCIENTISTS OF THE WORLD for the purpose of securing financial assistance.
OFFICERS AND PERSONNEL
LAFAYETTE RON HUBBARD
This individual is identified as the President of the Hubbard Dianetic Research Foundation and author of the book “Dianetics – The Modern Science of Mental Health.”
Confidential Informant xxx reports that an individual using the name DEAN CARNAHAN made the various contractual arrangements regarding the renting of office space and securing a telephone for the subject organization at 941 East 17th Avenue. Xxx reports that from a description of DEAN CARNAHAN it is this informant’s opinion that CARNAHAN is an alias used by LAFAYETTE RON HUBBARD mentioned above.
DONALD G. PURCELL
This person is a listed member of the Board of Governors of the subject organization. And the vice-chairman of the subject organization. PURCELL is a Wichita home builder and is stated to be an official also of the Hubbard Dianetic Research Foundation.
JOHN W. MALONEY
This individual is listed as the Secretary and Treasurer of subject organization and is stated to be employed by the Hubbard Dianetic Foundation.
Confidential Informants xxx and xxx report that MARY ROSS was the first employee of subject organization at its offices at 941 East 17th Avenue.
Informant states that MARY ROSS lived at the YWCA in Denver, Colorado, and around December 1, returned to her home in Oklahoma City and has not returned to Denver.
The communications referred to above, wherein numerous scientists were advised that they were elected to fellowship in the subject organization were signed by AGNES DOBSON. The letterhead of subject organization also contained information that AGNES DOBSON was Secretary to the Board of Governors.
Confidential Informant xxx advised that no one by the name AGNES DOBSON worked at the subject organization office in Denver, Colorado. Confidential Informant xxx reports that it is his opinion that MARY ROSS used the name AGNES DOBSON.
PERRY A. CHAPDELAINE
Confidential Informant xxx reported that on [1/2 line blacked out] Mr. CHAPDELAINE, 4662 Oak Street, Wichita, Kansas. CHAPDELAINE advised that he was now in charge of the Denver Office of the subject organization and that he did not know the identity of AGNES DOBSON and DEAN CARNAHAN.
Confidential Informant xxx advised that CHAPDELAINE resigned from the organization around January 1, 1952, and left the city.
Confidential Informant xxx reported that PATRICIA GALLAGER worked in the Denver Office of subject organization, having been hired by MARY ROSS. Informant stated that PATRICIA GALLAGHER lived at 125 East 18th Avenue, Denver, Colorado. Informant also advised that PATRICIA GALLAGHER resigned her position with this organization around January 1, 1952.
It is to be noted that literature received about this organization from Confidential Informant XXX reflects that PATRICIA GALLAGHER is listed as the “assistant for information.”
ELIZABETH E. CLARK
Confidential Informant xxx reported that ELIZABETH E. CLARK, 1324 Ogden Street, Denver, Colorado, was employed as a stenographer in the offices of the subject organization but has subsequently resigned her position with this organization.
Confidential Informant xxx reports that HENRY MOORE arrived in Denver around December 26, 1951, and advised informant he was now in charge of the Denver office of subject organization. Informant further learned from MOORE that he, MOORE, intended to close up the Denver Office, sell the furniture, and move the organization’s office to Wichita, Kansas.
STATED AIMS AND OBJECTIVES
Confidential Informant xxx reported that from a review of the literature distributed by the organization, the following appears to be its stated aims and objectives:
“A MESSAGE FROM THE BOARD OF GOVERNORS
“In 1945, with the atomic attack on Hiroshima, Mankind entered a new era, an era possibly as different from the last as the pre-fire civilization differs from now.
“Our tools, weapons, technologies and governments each one in this present system depends upon fire. Tomorrow’s society may depend upon another thing:
atomic fission. What that society will be like few of us can predict with accuracy.
“Just now it seems to mean unlimited weapons against which there is no defense in the hands of an anarchy of nations.
“The economic systems, the social orders will undoubtedly change.
“Science has furnished the means to destroy all civilization. That was not its purpose. Science can furnish the means to build a higher strata than has ever been built before. That is its purpose. Through lack of organized regard for its goals, science has been suborned.
“The members and fellows of the ALLIED SCIENTISTS OF THE WORLD recognize that science, disorganized and chaotic, may itself perish. It is time to abandon destruction of Man and to use the full power of science for a conquest of the material universe.
“The Allied Scientists of the World is not an empty altruism. It is true that the members and the fellows of this organization benefit fully in terms of guaranteed employments, available information files on their subjects and a higher plane of living for themselves, but it is also true that this is only the right of those who know and hold the advancing technologies of a better world. And it is equally true that only those who have these technologies should persuade their usages lest Man destroy himself.
“No government, no individual has anything to fear from this organization except peace and personal security.
“Science as a team can build a greater world, a world with plenty, a world without war.
“The Allied Scientists of the World, as an organization, answers to and obeys the responsibility inherent in all science: to aid Mankind, not to destroy him.”

Confidential Informant xxx reported that in one instance an individual in Seattle, Washington, who had forwarded $25 to the organization had received a letter returning his $25 advising that the organization at the present time did not need the money.
This informant also advised that PERRY CHAPDELAINE had stated that when the original correspondence was sent out, the officers had made a mistake in requesting money from recipients of the letters.
AVOWAL OF NON-COMMUNIST SUPPORT
Confidential Informant xxx reported that LAFAYETTE HUBBARD stated that all members of the ALLIED SCIENTISTS OF THE WORLD and the Hubbard Dianetic Foundation had taken loyalty oaths to the United States. HUBBARD also stated that the word “dianetic” is a new word and that he did not want the organization, known as the National Council of Arts, Sciences, and Professions to get hold of the word.
The National Council of Arts Sciences and Professions has been cited as a Communist Front b y the Congressional Committee on un-American activities.
CONNECTION WITH THE COMMUNIST PARTY
Confidential Informant xxx reported that he had heard that when LAFAYETTE HUBBARD divorced his second wife in California in 1949, HUBBARD had stated that the reason he divorced his second wife was because she was a Communist.
This informant stated he has not been able to verify this information.
Confidential Informants xxx and xxx all of known reliability, and who are cognizant of Communist Party and Communist directed organizations in the State of Colorado, all have been contacted and advised that they have no information regarding the subject organization. These stated that there has been no discussion of this organization by any of the officers and leaders of the Communist Party of Colorado.

Seven copies of this report are being furnished the Bureau in view of the numerous inquiries regarding this organization received from the various governmental and investigative agencies.
Copies of this report are being furnished those F.B.I. Offices which either furnished information or requested information regarding such organization.
Ten copies of this report are being maintained in the Denver Office in order that copies may be furnished other offices should inquiries be made regarding the organization.
THE KANSAS CITY DIVISION
AT WICHITA, KANSAS
Will, in accordance with Bureau instructions, report on the activities of this organization.
Will also contact Post Office Inspectors to ascertain the status of the investigation being conducted by that organization regarding a possible mail fraud violation on the part of subject organization.
THE DENVER DIVISION
AT DENVER COLORADO
Will ascertain from Confidential Informant xxx when the subject organization closes its office in Denver and moves to Wichita, Kansas.
Will stay in contact with xxx to ascertain the status of the Post Office Inspector’s investigation of subject organization.
